Over-the-Rhine Comprehensive Plan Over-the-Rhine Comprehensive Plan Staff of the UCCDC partnered with OTR Landscape Architecture and Environmental Graphics Firms to provide illustrative Urban Design work for issue areas designated by the Over-the- Rhine Coalition.
