CONSTITUTION OF CSSA The Constitution of the Friendship Association of Students and Scholars from the People's Republic of China at the University of Cincinnati (Later CSSA) was approved by the plenary session on September 14, 1989.
I. GENERAL PRINCIPLES Article 1. The Chinese Students and Scholars Association (CSSA) at the University of Cincinnati has been officially registered as a student organization in the University of Cincinnati. The Association is joined and organized by the Chinese students and Scholars in University of Cincinnati of their own accord. And it serves them as well. Article 2. The Association is aiming at representing what all the members wish, protecting their rights, enhancing the friendship among the members and improving the mutual understanding between the Chinese students and the American people of all walks of life. Meanwhile, it organizes various activities bearing on the above mentioned aims. Article 3. The Association is a nonprofit organization. II. MEMBERSArticle 4 All the Chinese students and scholars registered in University of Cincinnati and adult family relatives can enter their names for being the member as long as they recognize and abide by this Constitution. Article 5 All the members have the right to vote and the right to stand the election. The members are equally entitled to participate all the activities sponsored by the Association and to enjoy the services offered by it. Article 6 It is obligatory upon every member to pay membership dues and to implement resolutions passed by the plenary session. Article 7. The members have the right to withdraw from and to rejoin the Association, which will be placed on file by the Council of the Association. III. ORGANIZATIONArticle 8 Article 9. Article 10. The standing body of the Association is the Council. The Council consists of one secretary general, one treasure and one advisor who are proposed by the elected Chairman and Vice Chairman, subject to the approval of the plenary session. The qualification for the advisor will be set up with reference to the related rules of the University of Cincinnati authorities. Article 11. Both the Chairman and Vice-Chairman are run for in pairs by the members and are elected with the simple majority rule directed by the plenary session, which must be attended by more than two-thirds of the whole member (including those who vote by mail). Article 12. Any members can run in pair for the Chairman and Vice Chairman as long as one member proposes and five members support the proposal. Article 13. The Chairman and Vice Chairman are elected for a term of one year and can be reelected for a term of another year. Article 14. The Chairman represents the Association in the public affairs and takes the responsibility for the overall affairs. The Chairman, if necessary, can invite a special group to assist him for the activity concerned. Article 15. The Vice Chairman assists the Chairman and acts on behalf of the Chairman in case the Chairman can not conduct the routine work for some reason. IV. SUPERVISIONArticle 16. The Chairman, Vice Chairman and members of the Council are obliged to abide by and uphold faithfully this Constitution. With the majority of over two-thirds of the plenary session, the members can impeach the Chairman; with over one-third of the plenary session, the members can impeach the Vice Chairman, the secretary general, the treasurer, the advisor and the head of the special group. Article 17. The members have the right to address inquiries to the Council and special group. Article 18. The Association's financial records are open to all the members and are made public once a school-quarter. There must be one member proposing and five members supporting the proposal if auditing is required. V. COMPLEMENT AND AMENDMENT TO THE CONSTITUTIONArticle 19. Only approved by the majority of over two-thirds of the plenary session can the complements and/or amendments to the Constitution go into effect. Article 20. Both the Chinese and English versions of this Constitution are, as
required, submitted to the University of Cincinnati authorities for file. |
