Bogdan "Bo" Vykhovanyuk, Assistant Vice President

As Assistant Vice President Bo brings a wide range of dynamic experience to OIS and is responsible for strategic leadership of information security for the University. He serves as a key role in university leadership working closely with senior administration, academic and research leaders along with the UC community.

During Bo’s tenure in the Office of Information Security he developed a strategic 3-year IT@UC Data Compliance & Information Security Plan for the institution. He re-aligned the information security program to more effectively support and not hinder university operations. Bo facilitated the use of endpoint protection, including anti-virus, encryption and more for the University. Bo’s role goes beyond that of a traditional executive, he develops his employees and invests in their personal and professional growth with encouragement, training and continuous education.

Bo is also an adjunct professor at the College of Education, Criminal Justice, and Human Services in the Information Technology program, as well as the Linder College of Business.

Prior to joining the university, Bo enjoyed a career with a Big 4 public accounting firm providing IT audit, security and other consulting services to Fortune 500 companies.

Matthew Williams, Assistant Director

Matt transitioned to OIS in early 2012 as an Information Security Officer after spending 14 years working with other entities of the university (Office of Asset Management, Printing & Duplicating Services). His original responsibilities with OIS included providing UC Flex (SAP) Security Administration, Access Control, and Project Support as well as leading Special Projects. In 2013 he became the Information Security Manager responsible for day-to-day management of Governance & Compliance, Education & Awareness, Information Security Risk Management & Consulting, Information Security Operations, and Business Continuity & Disaster Recovery.

In 2014, Matt assumed his current role as the Assistant Director of Information Security where his current responsibilities include:

  • Utilizing industry best practices, latest cyber security research, and tested trends to develop, implement, and execute data security and compliance strategic planning for the university.
  • Collaborating with university leadership and technology experts. Providing data security and compliance in-house consultant support to IT@UC and university leadership, colleges and other university academic and administrative units.
  • Providing leadership and oversight to critical data security and compliance projects, and to ensure their alignment with UC’s third century.
  • Setting department mission and providing leadership to a group of information security professionals within the Office of Information Security. Delegating day-to-day management for the areas of Governance & Compliance, Education & Awareness, Information Security Risk Management & Consulting, Information Security Operations, and Business Continuity & Disaster Recovery to appropriate staff.
  • Developing, implementing, monitoring, and reporting on data security/compliance baselines and matrices to ensure continuous improvement and enhance maturity of security initiatives and processes.
  • Leading the information security risk management function for the university via periodic risk assessment meetings to identify, track, and mitigate information security-related risks while assisting university units in making risk-driven decisions.

Matt also currently teaches as an adjunct faculty member with the School of Information Technology in the College of Education, Criminal Justice & Human Services (CECH). 

Matt has an Associate Degree in Information Technology from the College of Applied Science (CAS), a Bachelor's Degree in Information Technology from the School of Information Technology in the College of Education, Criminal Justice & Human Services (CECH) and is continuing his studies towards obtaining his MBA from the Lindner College of Business.

Matt is a member of the following professional organizations: HTCIA (High Technology Crime Investigation Association), ISACA (Information Systems Audit and Control Association), (ISC)2 (The International Information Systems Security Certification Consortium, Inc) and is a founding officer and 2014-2015 Treasurer of the (ISC)2 Cincinnati Tri-State Chapter.

Katrina Biscay

Katrina Biscay

Katrina Biscay, Cyber Incident Response Manager

Katrina joined OIS in September of 2014 from the City of Sharonville, where she served as a Director of Information Technology. Her role at OIS includes responding to and managing cyber security incidents, supervising forensic investigations, vulnerability assessments, and supporting the Assistant Vice President of Information Security in incident response and risk mitigation.

Katrina also currently teaches as an adjunct faculty member with the School of Information Technology in the College of Education, Criminal Justice & Human Services (CECH).

Katrina has a Bachelor’s of Science in Computer Science from Xavier University and Master’s of Science in Digital Forensic Science from Champlain College.

Katrina is a member for the following professional organizations: HTCIA (High Technology Computer Investigators Association), ISSA (Information Systems Security Association), ACM (Association for Computing Machinery), and IEEE (Institute of Electrical and Electronics Engineers).

Alex Smith

Alex Smith, Information Security Officer and Digital Forensic Investigator

Alex began working at the IT@UC Office of Information Security in February 2013 in a student capacity. He has been a full time employee since December 2013. His current responsibilities include conducting digital forensic investigations, enterprise vulnerability management, and incident response.

In 2015 Alex will graduate from UC with a Bachelor's in IT on the Cyber Security track. After graduation he intends to pursue an MBA from UC and has interests in teaching as an adjunct professor for the IT program in CECH.

Alex is a member of HTCIA (Higher Technology Crime Investigation Associate). He plans to obtain more certifications in the upcoming years to include but no limited to: GCFE (GIAC Certified Forensic Examiner), ISC2 CISSP (Certified Information Systems Security Professional), and ISACA CISM (Certified Information Security Manager).

Tony Iacobelli

Tony Iacobelli

Tony Iacobelli, Information Security Officer

Tony began working at the IT@UC Office of Information Security in March 2015. His current responsibilities include monitoring university systems for painful activity, building out an intelligence program, and assisting in forensic investigations.

Tony will graduate in 2019 with a degree in Information Technology in the Cyber Security track. After graduation he intends to pursue an MBA from UC.

As a student, Tony has served as the President of the Information Technology Student Association and served as an Ambassador for the College of Education, Criminal Justice, and Human Services. He plans to become a GIAC Certified Intrusion Analyst (GCIA) as well as a GIAC Certified Incident Handler (GCIH) in the near future.

Tyler Hopperton, Unified Cyber Defense Architect

Tyler began working at the IT@UC Office of Information Security in January 2015 in a student capacity. He has been a full time employee since June 2015. His current responsibilities include overseeing and maintaining the security of the University’s network by implementing technical solutions to provide visibility into the inner workings of the University’s network and assisting in forensic investigations

In 2017 Tyler will graduate from UC with a Bachelor’s of Science in Information Technology in the Cyber Security track.

Tyler is a member of HTCIA (Higher Technology Crime Investigation Associate) and ISC)2 (The International Information Systems Security Certification Consortium, Inc).

Kevin Shaffer

Kevin Shaffer, Information Security Officer

Kevin joined OIS in January 2014 transitioning from UCIT Network and Telecommunications Services (NTS). During his 20+ years with UCIT NTS Kevin held various positions with a wide variety of responsibilities including Documentation Specialist, CAD Specialist, and NTS Purchasing & Inventory Management.

Kevin is a graduate of the University of Cincinnati's College of Education, Criminal Justice, & Human Services holding a BS in Paralegal Studies with a minor in IT. His primary responsibility within OIS is Policy Development and Regulatory Compliance. Kevin also serves on ACUTA's Legislative and Regulatory Affairs Committee, monitoring and advising on regulatory and legislative developments affecting OIS.

Kevin's goals include obtaining his CISSP certification and continuing to contribute information security related articles for publication.

Tyler Jones

Tyler Jones, Information Security Officer

Tyler began his work here at OIS as a student worker in October 2012. He has been in his current position as a full time employee since April 2014. Tyler is primarily responsible for the Education and Awareness side of information security as well as some operational tasks. He provides administration and support for the university’s McAfee ePolicy Orchestrator product, handles InCommon SSL certificate requests, maintains the OIS website, assists with the departmental Twitter page, organizes and participates in campus shred events, and other various security related tasks.

His career goals are heavily focused on advancing in the information security field, gaining security certifications, and dedicating his time and effort to the university.

Tyler is a member of HTCIA (High Technology Crime Investigation Association), and is in his fourth-year as a student enrolled in the IT program with a primary focus on Cyber Security at the University of Cincinnati. He is on track to graduate with a Bachelor’s Degree.

Geoffrey Costa, Information Security Officer

Geoff transitioned to the IT@UC Office of Information Security in July of 2014 from the UCIT Integrated Services Desk where he had worked since 2011. He received his Associate of Applied Business in Management of Technology with a focus on IT Project Management and Networking from Cincinnati State Technical and Community College in 2012. Geoff assists with Information Security Education and Awareness, but is primarily repsonsible for Information Security Operations where he provides support for processes and technologies such as the migration of PGP to McAfee for full-disk encryption, McAfee Endpoint Protection, InCommon Certificate management, Enterprise Multi-Factor Authentication, and the UCIT Change Management process.

While at UC, he is pursuing his Bachelor of Science in Information Technology with a focus on Networking. Geoff plans to earn his Certified Information Systems Security Professional (CISSP) within the next two years.

Katie Drury, Information Security Officer

Katie began working at the IT@UC Office of Information Security in September 2014 in a student capacity. She has been a full time employee since July 2015. Her current responsibilities include assisting with enforcement of policies and access control maintenance, researching and developing techniques, procedures, training, and presentations on topics related to information security and information assurance. She is responsible for managing enterprise wide endpoint protection and multi-factor authentication solutions.

Katie is enrolled in the IT program with a focus on information security at the University of Cincinnati. She is on track to graduate in 2018 with her Bachelor's degree.

Joshua Zubrowski, Junior Information Security Analyst

Josh has been a student worker at UCIT since January 2015.

Josh plans to grow his knowledge within UCIT OIS and to continue working in the cyber security field. Josh plans to eventually work in the government or financial sector in cyber security. His primary responsibilities within OIS include assisting Information Security Officers with enforcement of policies and access control maintenance, researching and developing techniques, procedures, training and presentations on topics related to information security and information assurance.

Josh is going into his fourth year as a student enrolled in the IT program with a primary focus on Cyber Security at the University of Cincinnati. He is on track to graduate in 2016 with his Bachelor's degree.

Benjamin Fraley, Junior Information Security Analyst

Benjamin has been a student worker at OIS since May 2015.

Benjamin plans to grow his knowledge within OIS and to continue working in the cyber security field. His primary responsibilities within OIS include assisting Information Security Officers with enforcement of policies and access control maintenance, researching and developing techniques, procedures, training and presentations on topics related to information security and information assurance.

Benjamin is going into his second year as a student enrolled in the IT program in the Cyber Security track at the University of Cincinnati. He is on track to graduate in 2018 with his Bachelor's degree.
