GOALS
OF THE NJRP
1.
To establish an outlet that publishes an annual archival record
of NABE conference presentations in order to offer bilingual educators
a faster way to access state-of-the-art products in the field.
2.
To mentor junior scholars (graduate students and assistant professors)
3.
To use the first Research section of the NJRP as an outlet for theoretical
and applied research studies that represent innovative conceptual
and philosophical perspectives, and that also implement innovative
methodologies (i.e., research designs, instruments, and data analysis
procedure) to solve traditional as well as contemporary theoretical
and applied problems in bilingual education. Currently, just the
Research & Evaluation SIG full-day and half Institute held at
NABE Conference annually brings more than thirty research-based
presentations that would qualify as submissions for the proposed
journal. The purpose is to lead the bilingual research area with
cutting-edge and state-of-the-art studies presented at the NABE
Conference each year, which generate new knowledge and advance the
field of bilingual education research.
4.
To use the second Applied Education/Action Research section of the
NJRP as an outlet for case study, position papers, or action research
that come from practitioners in the field of bilingual education,
who are implementing research methodologies in their own classrooms
or school districts (e.g., teacher-based research, evaluation studies
conducted on the implementation of bilingual education federal and
state grants).
5.
To use the third Position Papers and Reflections section of the
NJRP as an outlet for reflections of experiences of bilingual researchers,
practitioners, public school educators, and graduate students. The
purpose of these reflection pieces would be to give an insightful
self-account of the experiences of ethnic-minority student scholars,
and educators for readers to learn vicariously from them as role
models and advocates.
6.
To develop an electronic journal that would be accessed through
the NABE web-site, accessed free during the first year, and with
the membership access number during the subsequent years.
EDITORIAL
BOARD
The
NABE Annual Journal of Research & Practice (NJRP) has been established
by a founding Editorial Board, headed by Dr. Virginia Gonzalez (University
of Cincinnati) and Dr. Josefina Villamil-Tinajero (University of
Texas at El Paso) as Editors-in-Chief in direct charge of the Research
section. The NJRP is also founded by a group of Associate Editors
in charge of its other 2 sections, Dr. Lillian Malavé assists
as an Associate Editor of the Applied Education/Action Research
section, and Dr. Liliana Minaya-Rowe assists as an Associate Editor
of the Position Papers and Reflections section. In addition, Dr.
Beverly Irby (Sam Houston State University) and Dr. Rafael Lara-Alecio
(Texas A&M University) and Dr. Martha M. Galloway (Texas A&M
University) support as Technical Assistant Associate Co-Editors.
A carefully
selected group of scholars with proven research and publication
records have now been actively recruited to serve as Expert Reviewers,
to conduct a critical and constructive peer review process of submitted
manuscripts. These bilingual education scholars will represent NABE
membership and interests across several constituencies: (1) state
and private universities in the US, Canada and at the international
level; (2) national research centers; (3) public education institutions
such as state education agencies and public school districts; (4)
diverse geographic regions in the US, and, (5) diverse areas of
interest and expertise in terms of content areas as well as in research
methodologies. If you have an interest in participating as an Expert

Author
Information - Submission and Review of Manuscripts
All manuscripts should follow the latest edition of the Publication
Manual of the American Psychological Association (APA), written
in English. Manuscripts should have no author information on the
title page in order to ensure a blind review process.
All submissions should be made electronically (http://njrp.tamu.edu/submissions.htm).
Electronic manuscript submissions must be made in MS Word Format.

Deadline for receipt of articles for the second issue of NJRP is
September 29, 2003. Submissions will automatically be sent to appropriate
reviewers. You should receive an automatic notification receipt
upon submission.
Categories
of Manuscripts Solicited
All
manuscripts submitted MUST have been presented at the NABE 03 Conference.
There are three kinds of manuscripts solicited by the NJRP: (1)
Research manuscripts, (2) Applied Education/Action Research manuscripts,
and (3) Position papers and Reflection manuscripts.
1.
Research manuscripts should be no longer than 30 pages typed and
double-spaced (not counting references and endnotes). Writing and
organization should be of high quality; following the conventions
of research-based studies. Qualitative and quantitative research
will be considered; no preference will be given to one or the other.
The manuscript should include an abstract of no more than 200 words
on a separate sheet, also typed and double-spaced. Any charts or
figures should have supportive data for generalization.
2.
Applied Education/Action Research manuscripts should be no longer
than 20 pages, typed and double-spaced (not counting references
and endnotes). The manuscript should include an abstract of no more
than 100 words on a separate sheet, also typed and double-spaced.
3.
Position Papers and Reflection manuscripts should be no longer than
20 pages, typed and double-spaced (not counting references and endnotes).
The manuscript should include an abstract of no more than 100 words
on a separate sheet, also typed and double-spaced.
