Microsoft Contract Extended

The Microsoft ELA contract has been extended as is for nine more months, i.e., until 30 June 2004. All covered products and prices for the desktop will remain the same until then. Please see http://mscontract.uc.edu. The associated SELECT contract which Dell serves as a reseller will also be extended for the same period.

Excluded from these extensions are the free bonus Windows Servers, SQL Servers, and Exchange Servers that UCit distributed to departments in two allocations:  in February 2000, and January 2001. Beginning 1 October 2003, these may not be upgraded without the purchase of maintenance (now called Software Assurance or SA for short). In other words, you and your users can continue to use them indefinitely, but only with the version you have installed as of 30 September 2003. If you decide to put the products on SA, you must do so by 20 October 2003.

Dell now strongly advises us to issue POs and NOT use credit cards, etc. It is strongly recommended that the purchase orders not be mailed but faxed to Dell at 512.283.2554.

Dell has worked up SA quotations for the Windows, Exchange, and SQL servers allotted on our agreement. Please note the Dell SKUs, against which you would order. For the special allotted servers, please identify each such server on the PO:  "server is one of the 322 allotted servers on the University of Cincinnati Microsoft EA agreement."

Microsoft's SQL Server Trade Up Offer

Accompanying the Microsoft contract extension, Microsoft has extended a special offer to trade up SQL Server licenses from CAL-based to Per Processor. Departments at UC can choose to ignore the offer (“Do Nothing”), accept the offer immediately (“September 2003 Swap”), or accept the offer at the end of the extension (“June 2004 Swap”).

Each option, even “Do Nothing,” requires a review by the University and steps to be completed by certain dates. A summary of the three options follows.

What Happens in September 2003?

- Servers are no longer covered by contract.
- Servers are frozen at current version, unless SA is selected.

- Determine which departments will upgrade all their SQL servers to Per Processor.

- All SQL servers in a given department must be Traded Up.

- Determine which departments will likely Trade Up all their SQL servers to Per Processor next June.

- University can Trade Up no more than this number of servers in June.

Continue using BackOffice CAL until June 2004. These departments give up their CALs. This may be an issue if these users access SQL servers outside of their departments. Continue using BackOffice CAL until June 2004.

What happens in October 2003?
Place servers on SA maintenance, if desired. Buy SA if you want, but it’s not required. Skipping SA is the major benefit to taking the Trade Up now, rather than June. Buy SA (maintenance) for these SQL servers by 20 October. This is required to take advantage of free Trade Up to Per Processor in June.

What Happens in June 2004?

- (Renewable) SA on all products ends 30 June.

- Back Office CAL ends:  

separate CORE and SQL CALs available for purchase or SA

Any SQL servers that were on SA can be Traded Up to Per Processor (by whole department).
SQL servers may now have a CAL issue. CALs will have to be covered by a new Campus Agreement or by SA. Per Processor servers do not need CALs. Others do require them via SA or CA.

Important Notes

Trade Up by Department

To take advantage of the Trade Up offer, all SQL servers in a given department must be Traded Up. For the June 2004 swap, they also must have Software Assurance contracts. You cannot "pick and choose" servers.

Multiple Processor Servers

A Multi-CPU SQL Server requires a server license for each CPU in the server on which the product runs. It is possible with software to restrict how many CPUs in the server it uses. However, you may be using a single server license today on this server. As an example, if you have a 4-CPU server running SQL Server Standard and want to trade it up to Per Processor, you’ll need three more server licenses to complete the trade up.

Clustered Servers

Clustering SQL servers requires SQL Server Enterprise edition.

Servers Purchased During Extension

SQL Servers purchased between 1 October 2003 and 10 June 2004 can be uplifted to Per Processor if purchased with SA.

Upgrades Require Software Assurance

Servers not on SA can only be “upgraded” by purchasing a new license. If you are running SQL Server 2000 without Software Assurance and want to upgrade it to SQL Server 2003, you will have to pay for a full license.

Software Assurance Rebate

SA purchased during the extension will be priced at a full year’s contract, but will only cover 1 October 2003 – 30 June 2004. If the University signs a Campus Agreement, Microsoft will give us credit for the three months “lost” by the shortened period. It is important to track all SAs purchased to receive the maximum rebate.
