Welcome and Administrative Matters
Judge John West, Chairman
Mitchell Phelps introduced Bashir Emlemdi, the newly elected Student Body President. Bashir will begin his term on the CAC May 2, 2017. This is Mitchell’s last meeting. CAC Members thanked him for his service and commitment to the CAC.
Future Meeting Dates
Dr. Robin S. Engel, VP for Safety & Reform
Discussed changing dates of upcoming CAC meetings to accommodate Exiger’s quarterly reports.
Confirmed that the April 25 meeting will be moved to May 2.
Terms for Council Members
Judge West
Briefly discussed terms and other issues related to serving as CAC Member. Judge West created a subcommittee to meet and discuss terms of service, and create an organizational structure for the CAC.
Subcommittee members include: Judge West, Greg Baker, Dr. Engel, Charlene Venture, Dr. Abercrumbie, and Jack Martin.
Volunteers for Training Subcommittee
Maris Herold, Assistant Chief of Police, UCPD
Lt. Col. Maris Herold discussed CAC involvement in UCPD training. She asked for volunteers from the CAC to serve on a Training Subcommittee to assist in developing best practices and new training curricula.
- Dr. Abercrumbie and Peg Fox volunteered to serve on the subcommittee. Additional members will include representatives from the UC faculty and students.
Vision and Mission Statements

Dr. Engel discussed the Vision and Mission statements, including the process for development, CAC Presentation, March, 2017
CAC members discussed the two statements. Dr. Engel noted recommendations for changes.
A final version of the UCPD Vision, Mission, and Principles document will be disseminated to CAC Members after CAC-recommended changes are made and approved by UC Administration.
Expected to be completed within one week; will then be sent to Exiger for review.
Exiger Monitoring Update

Discussed Q1 Reporting meeting with the Board of Trustees, Audit & Risk Management Committee on May 3, 2017.
Quarter 1 includes an assessment of compliance on 54 recommendations.
Office of Safety and Reform will know in advance of compliance status prior to report to BoT.
Exiger will also report Quarter 1 compliance findings to CAC at the May 2, 2017 meeting.
Taser Deployment Timeline
James Whalen, Director of Public Safety
Per agreement between the Howard family and the University, leaders of the UCPD will meet with the family to discuss the redeployment of Tasers, associated training and use of force policies.
Assistant Chief Maris Herold is reviewing training options. Training has changed significantly over the past few years to decrease injury to officers and citizens. Comprehensive training will take place between April-July 2017.
The Use of Force Policy will be reviewed by Office of Safety and Reform, Office of General Counsel, and Exiger.
Future CAC meetings will include discussion of best strategies to notify the community of Taser redeployment, scheduled for mid to late summer 2017.
Redeployment of Tasers is one of the Exiger recommendations to meet best practice for less lethal use of force.
Recruitment, Selection and Hiring
Anthony Carter, Chief of Police, UCPD
The revised hiring process for UCPD includes an eight-step process, which takes approximately six to eight months to complete, CAC Presentation, March, 2017.
UCPD is recruiting for four or five opening at two levels: ULEO 1 - applicants who have already been through the academy, and Apprentice – applicants who still need to attend the academy.
Changes in the recruitment and hiring process were discussed, along with their anticipated effectiveness.
Preparations for Retrial

Summarized what the Office Safety & Reform worked on prior to previous trial, **CAC Presentation, March, 2017
Open discussion on what worked previously, and suggestions for outreach prior to new trial.
- Recommendations from CAC members included:
- Ensuring President Pinto is educated on issues and prepared if making a statement.
- Reach out to students via social media with updates as they will be out of school for the summer.
- Meet with incoming student government and UBSA leadership.
- Reach out to media prior to start of trial to communicate the significant progress made over the past year.
