As a rule, when hiring for co-ops and internships, start recruiting about four months before you want the student to start work.

Starting early gives you the largest pool to choose from. The number of available students diminishes as they start accepting offers elsewhere. In addition, the longer you accept applications, the better your chance of finding the best person for the job.
In some fields, such as engineering, recruiters may recruit two semesters ahead. For example, they make offers in the fall for both spring and summer co-op placements.
