Currently a struggle with Door Dash and Uber eats drivers leaving their car running and when drivers return, their car is gone.

Judge West asked about the follow up of car theft; Director Whalen response was they are mostly joy-ride situations, vehicles dumped and recovered by CPD; vehicles were showing up in local general UC area; decision is made not to chase the cars, but try to stop the vehicles without causing an accident

Dr. Engel asked if some of the drivers were UC students  -  very few were UC students

Vast majority are CPD reports, with only a few occurring on UC property

Decline in crime; 4000 direct patrols; officers get out talk to students moving around; tremendously successful

Jack Martin asked how many students were at home during these burglaries – very few

A burglary comparison was done with the rest of city. Our decline doubles the city’s numbers

More people are staying home across the region having an impact on the numbers.  UCPD’s efforts in combination with Covid-19 also effect the numbers.

COVID Response

COVID Health Response Team – a busy effort of keeping every area safe; first two weeks of spring semester classes will be attended online.

Students will be allowed to move back into residence halls

Residence halls are identified as a significant source of spread of virus

All students who have business on campus or if planning to come on campus, will have to be tested by UC

Beginning spring semester, students will be taken through the health screening process via an app on cell phone. Students will receive a green pass for the day which will permit them to return to campus. Students will need a green pass to get in various areas on campus. Students who fail to get tested, the color will be red or yellow; more efforts are being put into compliance.

Men’s basketball events have started with 300 fans allowed in the arena.

UC Athletics will host football championship.

UC sponsored an initiative, ‘Know Before You Go’.  Out of 3600 students tested, 150 tested positive that otherwise would have gone home and possibly infected someone.

Judge John West asked if UC would provide vaccination service for students.  Director Whalen replied that we will check with state of Ohio to see where/who first rounds will go to.  We believe that round one is for medical service providers and healthcare workers.

Department Update

Homeless people

There is an increase in the numbers of homeless people seeking shelter here at UC.  Covid-19 has had a significant impact on the homeless that come and go through our buildings.  There is an increase in new faces of homeless people here on campus.

We have reached out to resources and put together a laminated card to give to the officers with homeless resources info on them.  The officers will also have cards to hand out with resource info. 

Training Section:

The Training Section has put together a panel consisting of internal people, external students and a member of CCC (Dr. Eric Abercrombie in the past) who are committed to meet annually, review department training, review policy changes, state requirements and make recommendations on training.

Chief Smith – This panel that has partnered with PowerDMS gives us an opportunity to link our policies with the Public Safety website and allows other agencies to use us as a model or example for policies.

Dr. Engel – Both the Governor and the State Attorney General are working on Use of Force and de -escalation training.
