Welcome

Judge John West

  • Focus of tonight’s meeting is Safety and Reform (see attachment A). Over the course of future meetings we will establish a baseline and historical working knowledge of UCPD necessary for the CAC to effectively evaluate the responses to the RFP.
  • Based on results of poll, future meetings will be held on Tuesday evenings and will begin at 5:00 p.m.

Safety and Reform

Vice President Robin Engel

  • Presented an Overview of University of Cincinnati Police Department (UCPD) and crime trends in the areas around campus (Summary of presentation and slides are attached). 
  • Dr. Engel will address additional questions (i.e. UCPD demographics, demographics of CPD offduty assigned officers, geographic displays of citations/arrest locations) and present this information at the next meeting. 
  • CAC members can access www.uc.edu/safety-reform for information related to events and reform action which have occurred since July 19th, including the creation of the CAC. This website also contains a new page dedicated to the CAC.

Request for Proposal (RFP) for UCPD Review

  • Members discussed the RFP draft. 
  • Adjustments were made to the original draft sent to CAC members on 11/06/15; an updated version based on comments submitted by some CAC members prior to the meeting was presented in hardcopy. 
  • Changes included adding security guards for review, along with UCPD Officers; clarification of certain phrases; minor editorial changes. 
  • CAC members recommended additional revisions including: 
    • Review of organizational structure of UCPD within the larger University 
    • Review of prevention activities (e.g., NightRide, Campus Watch, Safety Ambassadors) 
    • Review of UCPD Officers assigned to branch campuses 
    • Review of CPD Officers (including demographics, training, performance, etc.) that are hired for off-duty details 
    • Review of tools, equipment, and technology available to UC officers 
    • Additional context at the beginning of the RFP 
    • Specific references made to African Americans 
    • Additional minor edits and clarifications - Dr. Engel indicated that she would consider these requests and make adjustments as needed; additional requested changes sent via email by CAC members would also be reviewed and considered. 
  • Request was made to extend the initial review period for the CAC; however as noted by Dr. Engel and Judge West, timing for the RFP release, selection process, and work to be conducted will not allow for additional time to be added for RFP review by CAC members. 
  • A selection committee will be created to review applicants; Judge West will announce at next advisory meeting. 
  • Proposals from bidders are due 12/21/15. 
  • CAC members were reminded not to share the draft or finalized RFP with others; any contact with potential bidders may result in their disqualification from the process.

UC student/faculty/staff surveys

Due to time constraints, discussion of two surveys (perceptions and crime victimization survey and perceptions of policing survey), has been moved to 12/08/15 meeting. 

MOU between City and UC

Due to time constraints, discussion of the MOU has moved to 12/08/15 meeting.
