Management Control

Consistent with rule 3361:10-5-07 of the Administrative Code which states that the vice president for finance shall provide for the maintenance and control of university property and inventory, the vice president for finance shall promulgate policies and procedures necessary to assure that proper maintenance and control is maintained.

Scheduling

As a tax-supported, state institution of higher education, the University of Cincinnati in scheduling the use of facilities shall first assure that the primary goals and objectives of the university itself are being met. To this end, the academic programs of the university shall have priority in the use of university facilities, after which scheduling of the use of university facilities shall be pursuant to policies and procedures adopted by the president of the university.

  1. The University of Cincinnati, as a public institution, sponsors a wide variety of events for the educational benefits of its students, faculty, and staff, as well as for the public at large. It is the intent of the university to encourage the widest possible participation in these events and programs. The university recognizes that, from time to time, it may be beneficial to the university to offer complimentary admission, to selected individuals, for certain events or programs. (This policy is not meant to include press credentials issued for individual events.)
  2. Complimentary admission to university-sponsored events and programs are permitted under the following circumstances: 
    1. In exchange for promotion or sponsorship of an event. 
    2. When community service projects include, as an integral part of the program, participation of various publics who would not normally attend said program.
    3. In exchange for noteworthy contribution (either financial or otherwise) of individuals to the specific program or event.
    4. If required as part of contract and/or required by nationwide governing body, for example, "National Collegiate Athletic Association."
    5. Provisions for media coverage of specific program or event.
    6. If event falls under the professional responsibility of the person(s).

Vehicles

  1. All university vehicles shall be used exclusively for official university business.
  2. Vehicles for university business may be leased on a monthly, weekly, or daily basis from the department of transportation services.
  3. All repairs or servicing of university vehicles (except in emergency situations) will be done at the university garage. Any vehicle modifications or sub-letting of repairs must have the prior authorization of transportation services.
  4. All university vehicles must purchase gasoline at the university pumps unless involved in travel outside the Cincinnati area. (Emergency vehicles may have to make local credit card purchases on weekends when the University of Cincinnati pumps are closed.)
  5. University credit cards should be used only for the vehicle to which they are assigned. Credit card purchases will be limited to gasoline, oil and emergency services when the vehicle is outside the Cincinnati area.
  6. The university maintains a liability and comprehensive insurance policy on all vehicles. Any damages to university vehicles which are not covered by insurance (in addition to the deductible charge) will be billed to the department in possession of the vehicle at the time the damage occurs. Upon request, additional insurance coverage is available at departmental expense.
  7. All university-owned vehicles (except unmarked police cars) will display state license plates. Exceptions to this policy must be justified in writing to the state registrar by the university president.
  8. Vehicles purchased in the future will be of uniform color (white) and will be identified as university vehicles. Exceptions will be unmarked police cars and other approved by the president.
  9. All services provided by the department of transportation services will be billed to the using departments and offices.

Reporting of university vehicular accidents: the driver of any university vehicle involved in a vehicular accident must report the accident to the department of transportation services within twenty-four hours after the accident. Within fortyeight hours after the accident the driver must complete an insurance accident report obtained from the department of transportation services. The insurance accident report is not to be confused with any accident reports completed by the police.
