CSR NIBRS Offenses

  • Looking at the Year-to-date comparison we are currently increasing in both property and society offenses but are decreasing in the person offenses.
  • Compared to the 5 year average, we are decreasing in both property and person offenses but the society offenses are increasing.
  • NIBRS: National Incident-Based Reporting system- captures separate offenses that occur within the same incident.

NIBRS Offenses: Society

  • Trespass of real Property: Primarily this consists of students trespassing on to construction sites or facilities (such as the baseball stadium). There have also been some instances of juveniles trespassing in the facilities and in some of our parking garages.
  • The other primary driver of the society offenses is disorderly conduct. Many of these instances result from intoxicated students becoming disorderly.

CSR NIBRS Offenses: Person

  • The person offenses are doing well. We are either decreasing or have no change in all categories with the greatest decreases in intimidation and simple assault.

CSR NIBRS Offenses: Property

  • Property crime accounts for most of the crime that happens within the CSR.
  • Destruction/Damage/Vandalism, Motor Vehicle Theft, and shoplifting are the highest increases in this category.
  • Two of these increases relate to each other. Many of the criminal damaging offenses are vehicles with windows broken out and steering columns pulled off. These are potentially failed auto thefts attempts.
  • The auto thefts continue to be the largest increase. Hyundai’s and Kias continue to be the primary target for these auto thefts, making up approximately 74% of auto thefts YTD within the CSR.
  • This problem extends to both city wide and national levels. Every single district in the city is seeing an increase in auto thefts so this is not just a UC problem.
  • Kia has recently released another software update; it is free of charge and takes about 30 minutes to complete. Hopefully, what we will begin to see is the motor vehicle theft numbers will start to go down. I plan on specifically looking at KIAS to see if their numbers go down, hopefully due to software update. Public Safety, Student Government, and Student Safety Board are planning on handing out steering wheel locks to these at-risk vehicles this coming fall.
  • Shoplifting: many of these offenses happen at the Kroger
  • Burglary prevention locks are also being given to our students. They are simple to use and renter friendly.
  • There is much more of a concentration last year compared to this year.

Use of Force

  • March 7: A Police Officer discharged a CEW at a fleeing suspect.
    • Consistent with training and Use of Force Policy
  • April 5: Two Police Officers used leverage displacement and joint manipulation to place a subject into handcuffs.
    • Consistent with training and Use of Force Policy
  • May 3: A Police Sergeant responded to an officer needs assistance call and used leverage displacement to assist CPD Officers in placing a subject into handcuffs.
    • Consistent with training and Use of Force Policy

Display of Force

  • April 4: A Police Officer displayed a CEW and used laser light compliance to place a suspect in custody.
    • Consistent with training and Use of Force Policy
  • May 20: A Police Officer displayed his firearm at possible suspects in a shots fire run assisting CPD and used Target Acquisition.
    • The officer’s actions were consistent with policy and training.

Internal Investigations

  • March 20: A supervisor noticed an odor of marijuana on the personal property of a Security Officer.
    • Not Sustained
  • May 16: Complainant stated a UCPD Officer failed to stop at an accident or check on injuries located in Clermont County on Route 32
    • Sustained: Officer received a "Coaching" for Unsatisfactory Performance
