CSR NIBRS Offenses

  • CPD has been in the process of migrating its data to new servers as a part of its RMS update. Because of that, we are having some issues retrieving CPD data but Rachel is continuing to work with City IT and CPD IT to try to get this resolved.
  • Looking at our YTD offenses compared to last year we are increasing in the property and society categories by 18% and 37%. We are also seeing this trend reflected in the 5-year average comparison with property crime increasing by 6% and society by 60%.
  • Our person offenses are decreasing by 13% compared to last year and remain unchanged compared to the 5-year average.

NIBRS Offenses: Society

  • The trespass of real property and disorderly conduct are the two primary drivers for our society crimes.

CSR NIBRS Offenses: Person

  • Overall, our person offenses are doing well comparatively speaking.
  • We are decreasing our YTD numbers by 13%.
  • We are seeing the largest decreases in the intimidation and simple assault categories and are only increasing by 1 in the aggravated assault and statutory rape category.

CSR NIBRS Offenses: Property

  • We have been discussing this for a while now and one of our biggest challenges is trying to drive down our Motor Vehicle Theft numbers.
  • This has consistently been a problem for not only UC but the city as well.
  • We are currently up by 119 compared to last year.
  • Destruction/ Damage/ Vandalism is also one of our major increases. This is up by 63 compared to last year. Many of these instances are attempted motor vehicle theft. Many of these situations are when individuals come out to their vehicle and find that the window has been broken and the steering column has been peeled in an attempt to steal their car.
  • Shoplifting has an increase of 33 compared to last year. A majority of these are located in the Kroger/Walgreens/ CVS area while a fewer number of these instances are on Calhoun of W McMillian

CSR Robbery Reports: Year-to-Date

  • Currently, we are down by two and decreasing by 24% compared to the three-year average. We can see a concentration close to our restaurant areas specifically Short Vine and Calhoun/McMillian
  • Overall we are within the historical average range for robberies

CSR Auto Theft Offenses

  • We have consistently been above the 5-year average and the normal range for Auto Thefts.
  • We are partnering with Student Government and are continuing to hand out the steering wheel locks. We have gone through about half of our locks and we have around 60 left.

YTD Pedestrian-Involved Collisions

  • From this year, 11 collisions where the pedestrian was listed at fault vs. 20 were considered not at fault.
  • The ratio for this year is about 35% at fault to 65% not at fault. (a total of 31 pedestrian-involved collisions vs. 17 in 2022)

Uses of Force, Investigations and Complaints

Use of Force

  • June 29: A Police Officer used leverage displacement and held a subject on the ground after the subject fled.
    • Consistent with training and Use of Force Policy
  • August 19: A Police Officer deployed his CEW on a subject who was actively assaulting another person.
    • Consistent with training and Use of Force Policy

Display of Force

  • June 9: A Police Officer displayed a CEW with a laser light at a subject involved in a domestic dispute.
    • Consistent with training and Use of Force Policy
  • August 11: A Police Officer displayed a CEW with the laser light at a subject who was a suspect in a felonious assault that had just occurred.
    • Consistent with training and Use of Force Policy

Internal Investigations

  • July 26: A Public Safety employee allegedly used his position to dissuade a person from making a police report regarding an off-the-clock auto accident involving his personal vehicle.

  • IACLEA standard "If the institution has a behavioral intervention and/or threat assessment process, a written directive describes the agency's role in that process."
  • The purpose of the exercise
    • Everyone to understand their membership and role on the team
    • Work through threat exercises in preparation for the coming academic year

Clery Exercise 8-8-2023

Objectives of exercise

  • Test emergency notification system
  • Examine how public alerting authorities and emergency management officials coordinate to synchronize public safety messaging to the whole community
  • Examine how Public Safety PIO and University Communications will work together to achieve “one voice/one message”
  • Examine who will be the “face/voice” of the University. Discuss how the communications groups will receive that message and how will it be delivered.

NCBRT/ACADEMY OF COUNTER-TERRORIST EDUCATION

Law Enforcement Active Shooter Emergency Response – August 2023

  • This course addresses technical aspects of planning and implementing a rapid law enforcement deployment to an active shooter incident through classroom presentations, hands-on performance-based field training, and scenario-based practical exercises.
  • We now have eight (8) certified instructors at UCPD
