Crime Trend Update

CSR NIBRS Offenses

  • Our greatest increases in Society Offenses are Trespass of Real Property and Disorderly Conduct.
    Trespass of Real Property:
  • Similar locations to disorderly conduct. There is a construction site on W Charlton St that has multiple trespass incidents
  • CCM there have also been several occurrences of homeless individuals trespassing here, usually they are either sent on their way or transported to the UC medical center

        Disorderly Conduct:

  • Many of these are alcohol-related, many occurred in Calhoun garage, setting off fire extinguishers, general disorderly conduct
  • Another area where many of these occurred was at Panera Bread, there was a repeat offender who kept entering the store, he was later arrested and recently there has been less activity at the Panera Bread
  • Sporting events and fights that occur surrounding those events are also one of the primary drivers

  • For our Person offenses, our greatest increase was in Agg Assault
    Agg Assault:  

     -   Most of these concentrate around Short Vine/ the bar district

CSR NIBRS Offenses: Property

  • Motor Vehicle Theft, our top increase by far, Calhoun Garage makes up 61% of all our garage offenses
  • The top offenses in Calhoun are Criminal Damaging and Motor Vehicle Theft
  • This also goes along with Criminal damaging … attempted auto thefts
  • Shop Lifting:
  • All in one area, primarily Kroger, CVS, and Walgreens

YTD Pedestrian-Involved Collisions

  • CSR Top contributing factors for ped collisions where the pedestrian was listed Not at fault à Failure to yield
  • CSR Top contributing factors for ped collisions where the pedestrian was listed at fault à Failure to yield and improper crossing

Uses of Force, Investigations and Complaints

Use of Force

  • June 29: A Police Officer used leverage displacement and held a subject on the ground after the subject fled.​
    •  Consistent with training and Use of Force Policy​
  • August 19: A Police Officer deployed his CEW on a subject who was actively assaulting another person.​
    • Consistent with training and Use of Force Policy

Display of Force

  • September 27: UCPD officers assisted CPD with a service call.  During this call, a police officer displayed and pointed a CEW at a subject who had been swinging a knife.
    • Consistent with training, the Use of Force Policy, and the MOU.
  • September 30: A police officer displayed his patrol rifle while assisting CPD with a high-risk felony traffic stop directly off campus. 
    • Consistent with training, the Use of Force Policy, and the MOU.
  • September 10: A Police Officer used leverage displacement and held a subject on the ground after the subject fled.
    • Consistent with training and Use of Force Policy​

Internal Investigations

  • September 6: A sergeant had allegedly left their post without permission during a detail and had acted in an unsatisfactory manner during an arrest. Subsequently, an additional allegation of not properly advising the subject of their Miranda Rights was brought forth during the investigation. 

          -  One allegation not sustained (Leaving assigned post)
          -  One allegation sustained (Unsatisfactory conduct)
          -  One subsequent allegation sustained

  • September 25: It was alleged that possibly two detectives had mishandled and improperly processed evidence. An additional allegation was brought forth against one detective regarding unsatisfactory performance.

          -  Two initial allegations not sustained
          -  One subsequent allegation sustained

  • October 18: It was alleged a sergeant had requested the communication center complete a query while off duty for a personal matter.

         -  Allegation resulted in a direct written reprimand  

Training Highlights 2023

  • All officers completed 28 online courses for a total of 30 hours of online training. 23 of these courses were prescribed by the Ohio Peace Officers Training Academy and accounted for 25 hours of continuing professional training required by the state.
  • In addition to the online training, all officers received 72 hours of instructor-led training. These topics consisted of defensive tactics, use of force, firearms, taser, victim services, Title IX, traffic stops, CPR, active threat training, crime analysis, and bias-free policing training.
  • Training for the department is influenced by several governing factors. These include but are not limited to Exiger recommendations, IACLEA accreditation requirements, OPOTA requirements, and current events. These factors are the guidelines for creating the upcoming year's training calendar
